Since 2021, Gurtam has operated from Vilnius, Lithuania, as the company’s headquarters, which outlines the significance of this market growth and development for the business. In June 2025, a new study conducted by INFOBALT — Lithuania’s leading digital technology association — in collaboration with Gurtam, Invest Lithuania, and the Innovation Agency, offered the clearest picture yet of the country's fast-evolving ICT (Information and Communication Technology) sector.

The report reveals not only unprecedented growth in economic output and global reach but also outlines what needs to happen next to ensure long-term sustainability and capitalize on the window of opportunity

The findings are impressive: the ICT sector now contributes 5.4% to Lithuania’s GDP, a record figure that nearly doubles its share from a decade ago. And while this economic momentum alone is noteworthy, the study also highlights the sector’s expanding international footprint, its growing talent base, and the rise in productivity and wages — especially in high-value areas like software development.

Key highlights from the report:

    • Explosive export growth: the sector’s export volume increased nearly fivefold over the last six years, reaching €2.56 billion in 2024. Major export markets include the United States, the United Kingdom, the Netherlands, and Germany.

    • Added value boost: sectoral value-added rose from €1.52 billion to €3.79 billion, a 2.5x increase.

    • Revenue surge: the sector's total sales revenue increased by 136%, from €2.51 billion to €5.94 billion during the period.

    • Workforce expansion: the number of ICT professionals grew by over 50%, mainly due to the software development subsector. Productivity per employee also improved, indicating a strong qualitative leap.

    • Income growth: salaries in the ICT sector outpaced national averages, with wages in software development and consulting rising from €1,700 to €4,300 gross monthly. It also indicates a more mature and advanced technical competence concentration in the industry.

    • Tax contribution doubled: between 2020 and 2024, the sector’s tax contribution increased from €428 million to €804 million.

    • Talent attraction: the number of foreign professionals in the sector has grown fivefold, surpassing 8,000 employees in 2024, showcasing Lithuania’s increasing appeal on the global tech scene.

From growth to long-term strategy

The report highlights several things that have helped the ICT sector grow quickly over the past few years:

  • A sharp increase in foreign direct investment since 2020 driven in large part by a rising number of international firms setting up and expanding operations;

  • More skilled professionals entering the field through the local education system and reskilling initiatives;

  • Improved quality of services and products;

  • A fivefold rise in international talent: by 2024, over 8.000 foreign ICT specialists were working in Lithuania.

This shows that the sector is becoming more mature, flexible, and ready to respond to global market needs.

Despite strong results, the report also calls attention to challenges that must be addressed to maintain this momentum and even accelerate: ensuring a stable, business-friendly regulatory environment, facilitating greater access to international markets, increasing value-added output through innovation, expanding the ecosystem of local and global ICT talent, strategically deploying AI solutions across industries.

Looking ahead, there’s real potential for Lithuania to evolve into a regional innovation hub. According to CEDEFOP forecasts, the ICT workforce in the country could grow by up to 48% by 2035. To meet this opportunity, the focus must shift toward talent development, deeper global integration, and bold investments in emerging technologies — particularly artificial intelligence.
